Emergency networks need degraded-mode behavior that has been designed and rehearsed. Alternate routing can protect callers during PSAP outages, ESInet impairments, carrier interconnect failures, routing database problems or regional disasters.

What it does
Failover and alternate routing define where emergency sessions go when the normal path, function or PSAP cannot take the call.
It preserves emergency reachability when the preferred route is unavailable or unsafe.

- Uses predefined alternate destinations and escalation rules.
- Logs degraded routing decisions for later review.
