Border Control Function

BCF-like functions sit at trust boundaries between originating networks, ESInet domains and PSAP-facing networks. The function may resemble session border control, but emergency use adds routing, availability, logging and policy expectations that ordinary enterprise SBC deployments may not satisfy.

BCF terminology and placement may differ between European NG112 specifications and NENA/i3 language; procurement should cite the required behavior, not only the acronym.

What it does

A Border Control Function protects NG112 network boundaries and controls emergency session interconnection.

The BCF helps secure and normalize emergency sessions as they cross organizational or network boundaries.

How it works

  • Terminates or mediates SIP signaling at an interconnect boundary.
  • Applies topology hiding, admission controls and protocol normalization.
  • Supports secure transport and operational logging.

Key interfaces and protocols

  • SIP
  • TLS
  • SRTP where used
  • Certificate management
  • Interconnect policy

Systems it interacts with

  • ESInet
  • ESRP
  • Originating carriers
  • PSAP networks
  • Security monitoring

Common failure modes

  • Certificate expiry breaks trusted interconnect.
  • Overly strict normalization strips location headers.
  • Rate limits block real emergency surges.
  • NAT or media anchoring breaks audio/video.

Implementation considerations

  • Test location-bearing SIP through the boundary.
  • Keep security controls aligned with emergency availability.
  • Do not assume vendor SBC defaults meet NG112 behavior.

Standards

  • ETSI TS 103 479
  • ETSI Plugtests material
